Compressed cylinder stewardship is an emerging form of Extended Producer Responsibility (EPR) in the United States. Programs in states such as Connecticut and Vermont are establishing models that require producers to fund and manage systems for the safe collection and recycling of small propane, butane, and similar cylinders.
Proposals under consideration in New York would require cylinder manufacturers to develop stewardship plans and operate statewide collection programs. These programs would provide convenient drop-off locations, support reuse or recycling of cylinders, promote consumer education on safe disposal, and shift management costs away from municipalities and taxpayers.
