New York’s Paint Stewardship Law requires paint manufacturers to fund and operate a statewide system for collecting and recycling leftover architectural paint. Implemented in 2022 and operated by PaintCare, the program provides hundreds of convenient drop-off locations and has collected over one million gallons of paint while saving municipalities millions of dollars in disposal costs. The program is widely viewed as a successful example of Extended Producer Responsibility, shifting the cost of managing paint waste from taxpayers to producers.
Since launching, PaintCare has recovered more than 2 million gallons of paint, established over 300 permanent drop-off sites, and saved more than $9 million to local governments!
