Niagara County adopted Local Law No. 4 (2021) to ensure solar panels are responsibly managed at the end of their useful life. The law requires manufacturers of photovoltaic (PV) modules sold or installed in the county to finance and operate a stewardship program for the collection and recycling of decommissioned panels. Manufacturers must register with the county and submit a recycling plan outlining how panels will be recovered, reused, or recycled. Solar panels may not be sold or installed in the county unless the manufacturer is participating in an approved program. The law was adopted to ensure that the long-term management of solar equipment is the responsibility of manufacturers rather than local governments and taxpayers.
